I am trying to install SQL Server Management Studio ver 18.3 on a server running Windows Server 2012, but the installation aborts with the following error message — «Fatal error during installation (0x80070643)», with the follow up instruction
of «Microsoft ODBC Driver 2017 for SQL Server: Please install the Visual C++ 2017 Redistributable from https://aka.ms/vs/15/release/vc_redist.x64.exe».However, Visual C++ 2017 is installed on the server.
I then tried to install ODBC Driver 2017 directly with the msi file from MS, but it too aborts with this error message — «Error 1723. Please install the Visual C++ 2017 Redistributable from https://aka.ms/vs/15/release/vc_redist.x64.exe before
running this installer.»I appear to be caught in a installation loop.
Has anyone come across this before? I appreciate any suggestions.

It turns out my problem was caused by our Windows server OS not being up to date. There were several updates that didn’t install. Once I updated the server OS, the install of SQL Server Management Studio completed without the errors.

So I’ve been spending quite some time now to fix this issue.
While installing SQL Server 2019 I have this error:
I already filled in the downloaded file for Microsoft ODBC Driver 17 from here :https://learn.microsoft.com/en-us/sql/connect/odbc/download-odbc-driver-for-sql-server?view=sql-server-ver15
When I click ‘OK’ I get the following error:
Honestly I am completely clueless what to do.
Been spending the entire day just to get a local database running..
Any ideas?
What info do you need?
- Installation of SQL Server 2019
- Windows 10 v 10.0.17763 Build 17763

In my case, Microsoft ODBC Driver 17 for SQL Server was already installed, but SQL Server 2019 install said it could not find it. The resolution was to Uninstall Microsoft ODBC Driver 17 for SQL Server, and let ISO install it’s own.

When trying to install the Microsoft ODBC Driver 17 for SQL Server on a couple of Windows 10 VMs, we noticed the following error:
A previous installation required a reboot of the machine for changes to take effect. To proceed, restart your computer then run Setup again.
Our records didn’t indicate ever trying to install this driver on these before, but something was clearly blocking the installation. Rebooting and attempting an install again resulted in the same error. To fix this error, Microsoft provides the Program Install and Uninstall troubleshooter. After downloading and executing, follow these steps.
The startup screen appears:
Click Next:
Click Uninstalling:
Note that this screenshot shows the driver as already installed as this is the list after the successful repair. This item did not appear in our list of installed programs when the original errors occurred.
Click Not Listed, then click Next:
Enter the Product code for this driver, which is {12DC69AF-787B-4D76-B69D-2716DACA79FB}. Be sure to include the curly braces. Click Next:
Note that this screenshot shows the name associated with the Product Code. During our initial use of the troubleshooter, the name shown was “Name not available”. Click “Yes, try uninstall”. If successful, the following screen will appear:
After clicking Close, try reinstalling the ODBC driver.

EDITED November 13 2020: Per the comments below, a reboot might be needed as a last step before reinstalling the ODBC driver.

TL;DR: Follow these steps to fix the above error message:
- Uninstall Microsoft ODBC Driver 17 for SQL Server
- Restart the machine
- Rerun
SSMS-Setup-ENU.exe
Several weeks ago, I got stuck in a «reboot required» loop when trying to install SQL Server. Today, I finally got around to installing SQL Server Management Studio on that same machine. I received a different error message, but with the same root cause (and solution).
To help the search engines out, here’s the text from the above error message:
Setup Failed
Fatal error during installation (0x80070643)
Microsoft ODBC Driver 17 for SQL Server: A previous installation required a reboot of the machine for changes to take effect. To proceed, restart your computer and then run Setup again.
Just as before, restarting the computer as suggested in the error message was no use. The SSMS install kept failing with the same error message.
Will this fix work for you?
Open Apps & Features from the Windows 10 Settings app. Search for the text «SQL«. If you have ODBC Driver 17 for SQL Server in your list of applications, there’s a good chance this is the source of your problem.
There’s obviously some sort of issue with the way the ODBC Driver 17 for SQL Server installs itself, because this is the second time a related installation has failed simply because this driver was already installed.
No need to re-install the ODBC driver
The SSMS 18.6 install includes the ODBC Driver 17 as part of its installation package, so after uninstalling the driver and installing SSMS, I did not have to go back and manually re-install the ODBC driver. Here are the before and after screenshots of my «SQL» Apps & Features.
One thing I did notice is that following the SSMS install, the ODBC Driver 17 version had increased from version 17.4.0.1 to 17.5.1.1. Perhaps that has something to do with the failed install?
