As a Vista user now, I can’t actually recall if XP’s Registry handles its Charset folder in the same way, but I believe it does.
The usual way to get rid of the dreaded «Xerces Panic Error» is to amend the registry at :
HKEY_CLASSES_ROOTMIMEDatabaseCharset—eliminating «the» entry that do not have an associated «Alias».
The reason this often does not work is that (in Vista, anyway) even if you do eliminate all the aliases, the system is liable and after exporting the folder, correction and re-importing an amended folder, then, instantly, to create more. (Don’t ask me how, but it can!)
Here’s the thing. Excepting the first line (which is merely a title and has no «value») ALL other entries that have no associated alias need to be deleted. (I had over forty bad entries.)
Since all systems are different, I can not, of course and as usual, accept responsibility for anyone’s system going blooey over this. All I can say is that I was in your position for a long, long time, and when, finally, I did figure out how to get rid of the Panic Error, this is the way I did it:

Здравствуйте.
Имеется машина с Win XP sp3. Антивирус (какой не помню) с 2009 года!!! не обновлялся и я его удалил. Проверил на вирусы Каспером, Вебом и Авастом. Раздавил всех клопов! Система работает нормально.
Однако, сразу после установки Avast Free 8 выскакивает окошко «Could not load a transcoding service» с сообщением «Xerces Panic Error». При закрытии окна Аваст отключается, при включении снова всплывает это окно. После удаления Аваста ошибок нет, устанавливаю Аваст и все повторяется.
Помогите, пожалуйста.

Эта ошибка может возникать в случае заражения вирусами. Подготовьте логи OTL, Malwarebytes anti-malware, aswMBR по инструкции: http://forum.avast.com/index.php?topic=100566.0 и прикрепите их в следующем сообщении.

Вот, пожалуйста.
Вижу, что-то есть, но выловить не получается.
MBAM нашел два уже удаленных трояна, удалил еще раз, но все остается по прежнему.
OTL сканировал дважды, после первого отключил из автозагрузки две службы

запустите снова программу OTL by OldTimer . В окно Custom Scans/Fixes скопируйте скрипт:

When starting the ArcIMS Monitor service, which launches the Spatial Server process, aimsserver.exe, a an error message may occur:»Xerces Panic Error
Could not find local code page transcoder» This error may also be logged when requests are sent to the Spatial Server and the services appear to be still up and running.
Cause
This problem may be related to either IBM’s XML for C++ parser (XML4C) or Apache’s XML for C++ parser. The IBM parser includes three files: icuuc.dll, icu18n.dll, and icudata.dll. The Apache parser is associated with one file: xerces-c*.dll where «*» is the version. ArcIMS uses both DLLs in conjunction and there might be a conflict with existing files on the ArcIMS host, where this error happens.
Solution or Workaround
- Search for icu* and xerces* to determine what files or dlls are found. Rename the duplicate files that are not associated with ArcIMS.
- Check the environment variable settings. For example, open a command prompt and type ‘set’.
Verify the paths in the list are correct. Try switching the order of the paths, so that the system searches for the according libraries in the ArcIMS directory first.For example, add the entries %AIMSHOME%Serverbin and %AIMSHOME%Serverlib directories first in the PATH variable where %AIMSHOME% represents the path to your ArcIMS Installation directory.

I already downloaded a new version folder of Dreamweaver MX to xerces.dll.bak, by rightclicking on the file and choosing Rename.

Am I at the point of Formatting and I install that uses system32 shell hangs up in the shell window.
