We’d recommend starting off by clearing your hosts files with these steps:

Open Finder and, in Finder’s menu bar, select Go > Go to Folder. In the box, type the following location: /private/etc/hosts and press return
A new Finder window will open and your Mac’s hosts file will be selected. Click and drag it out of the Finder window and drop it on your desktop
To open it, simply double-click and it will display the file’s contents in TextEdit
Check for any entries with Spotify in the address
If you do find any lines with Spotify, please remove them
Save your changes and restart Spotify

Click in the top-right and select Settings.
Scroll down and click SHOW ADVANCED SETTINGS.
Scroll down to Offline songs storage to see where your cache is stored.
Tip: Click CHANGE LOCATION to store your cache somewhere else.
Go to that folder on your computer.
Select and delete all the files in that folder.

Clean reinstall

4. Change your Country

Visit Spotify.com and log in to your account.
Click on Profile and select Account from the drop-down.
On the left pane, click on Account overview, and tap the Edit Profile option.
Click Country or region, select your location from the drop-down and click on Save Profile.
Launch the Spotify app and check if the error appears.

Press Windows + I key to launch Settings.

Select Internet Protocol Version 4 (TCP/IPv4) and click Properties.
Tick the box for the Use the following DNS server addresses option, type 1.1.1.1 in the Preferred DNS server and 1.0.0.1 for the Alternate DNS server, then click OK to save settings.
Restart your PC, then check if the Spotify error persists.
