You already have a topic asking about Win98, so it would be polite to acknowledge the answer you already got there.
In fact, I think I’m going to merge your two topics.
Assuming that you did your research, you’ll know that Win98 is not a supported guest. Meaning there are no accelerated graphics drivers for it, meaning that graphics performance will be poor. That poor performance will probably knock on to other things too, such as sound and maybe even the mouse cursor.
Incidentally, in case there’s some confusion: the SciTec driver just allows Win98 to access the unaccelerated VESA graphics provided by the VirtualBox BIOS, otherwise Windows would be stuck with basic (S)VGA. The SciTec driver can’t accelerate the graphics: it cannot for example provide accelerated OpenGL/DirectX7/DirectX8 as might be expected from a period Win98 graphics based game.
Even in a supported guest OS we usually say that VMs are never ideal for gaming. A VM can never have the performance of actual hardware.
We could comment more on optimizing the VMs performance if you provided a VM log. Make sure the VM is fully shut down, then right click it in the manager UI. Select «Show Log» and save «VBox.log» (no other file) to a zip file. Attach the zip here.

SYMPTOMS
When you restart your computer after you install a program, you may receive the following error message:
This program has performed an illegal operation and will be shut down.
If the problem persists, contact the program vendor.
When you click Details, you receive the following error message:
EXPLORER caused an exception 6d007eH in module EXPLORER.EXE at 0167:0040a067
CAUSE
This behavior can occur if the Ole32.dll file in the WindowsSystem folder is damaged, or it is the incorrect version. This can occur if the program that you installed contains an older version of the Ole32.dll file, and this file replaces the existing Ole32.dll file on your hard disk.
RESOLUTION
To resolve this issue, start your computer to a command prompt, rename the existing Ole32.dll file, and then extract a new copy of the Ole32.dll file from your original Windows 98 CD-ROM to the WindowsSystem folder. To do this, follow these steps.
Rename the Ole32.dll File
- Insert your Microsoft Windows 98 Startup disk into the floppy disk drive of your computer, and then restart your computer.
NOTE: If you do not have a Windows 98 Startup disk, see the following article in the Microsoft Knowledge Base:

- When the Windows 98 Startup menu appears, select Start computer with CD-ROM Support.
- Make a note of the drive letter of your CD-ROM drive. For example, E.
- Insert your Windows 98 CD into the CD-ROM drive or DVD-ROM drive.
- At the command prompt, type the following lines, pressing ENTER after each line:

cd WindowsSystem - Rename the Ole32.dll file by using the .old extension. To do this, type the following line, and then press ENTER:
ren ole32.dll ole32.old
Extract a new Ole32.dll file from your Windows 98 CD. To do this, follow these steps:
- Type the following lines, pressing ENTER after each line:

ext - At the Please enter the path to the Windows CAB files (a:) prompt, type
drive

is the drive letter of your CD-ROM drive in step 3, and then press ENTER. For example:E:win98
NOTE: If you have an original equipment manufacturer (OEM) installation of Windows, the CAB files may also be located in the following folder:
C:WINDOWSOptionsCabs
- At the Please enter the name(s) of the files(s) you want to extract prompt, type ole32.dll, and then press ENTER.
- At the Please enter the path to extract to («Enter» for current directory) prompt, type C:WindowsSystem, and then press ENTER.
- At the Is this okay? (y/n) prompt, type Y, and then press ENTER.
- Remove your Windows 98 Startup disk, and then restart the computer.

Has anyone successfully run a Windows 98 SE machine in Virtual Box? I keep getting a missing DLL error just when installation seems complete.
This seems to be a common enough problem, as when I google it I find many instances of people asking for help with this exact same missing file. None of the suggestions I’ve come across so far have done the trick. I’ve used 4 different .iso files, I’ve used at least a half dozen keys… I’ve assigned the VM 1 processor, 64MB RAM, and a 512 MB, fixed size VHD. I limited the 1 processor to a 5% max usage as I saw multiple suggestions that newer, advanced processors are actually too fast for W98SE. I’ve altered basically every setting in the VM’s config just to see if it would work. I’m not sure what else to do.
Explorer performs an illegal operation. Details just say «explorer caused an exception 6d007eH in module Explorer.exe at 0167:0040a067.
Closing that error shows «Error starting program. The SHELL32.DLL file is linked to missing export SHLWAPI.DLL:tFileAttributesA.
Any help is greatly appreciated.

This is concerning the Windows 98 SE OEM (full) iso listed near the top of the windows 98 releases page on this site.
The installation process runs fine without any problems, but then when it tries to load the desktop for the first time it pops up with an error message saying «the SHELL32.DLL file is linked to missing export SHLWAPI.DLL:tFileAttributesA.». Pressing ok to dismiss the alert then causes explorer to say it performed an illegal operation and will be shut down. Since explorer is shut down before I can actually access the desktop, it is impossible for me to try fixing this from within the OS, so any solutions that require the os to be running are unusable.
Searching for the details of the illegal operation performed by explorer (which was «EXPLORER caused an exception 6d007eH» if you’re interested) revealed that it is caused by the OS missing something called ole32.dll, and the provided solution was to copy a fresh version of this file from my windows 98 cd, which obviously would be the iso I downloaded from here. However, the iso provided on this site does not contain any file called «ole32.dll» when I look at its contents.
So I guess my question is, just how many dll files are missing from this site’s iso, where can I find them, and how would I add them to my virtual hard drive without having access to it from within virtualbox?
If these dll’s were never included with windows 98, then why am I having an error referring to them from a fresh install? Where would my Os installation be expected to get its files from other than the installation media? This is really infuriating because I haven’t done any crazy power user stuff, I’m literally just following a tutorial to install the operating system, following the exact steps that are shown, and I’m just… getting errors that the guy doing the tutorial doesnt get. The same sequence of actions provides a different result for me than everyone else. What do I even do in this situation?
